The St. Thomas More Society (public interest law) has been supporting Protestants and Jews in California, and I think the local Jews and Catholics in NYC need to get in touch with them.
There was a time when Staten Island Italians and Brooklyn Orthodox Jews could push an R over the top for mayor in NYC.
Those days are gone, I think.

A civil rights lawsuit will only stand up if the houses of worship have been singled out. If all kinds of similar gatherings have been prohibited then it will be much harder to support a civil rights claim.
