Of course it canNOT. The ballots that exist now, already counted, are both legal and illegal. Do you really want people to waste time and money re-counting illegal ballots?
You could re-count the legal ones, except that there’s no way to identify those.
If you are talking about the machine changing the votes, then that has nothing to do with illegal votes mixed in.
