If the recount cannot be completed due to the lockdown the Secretary of State either cannot certify the election results or certifies the results without a recount the legislature needs to declare the certification invalid and proceed from there.
Gretchen Whitmer as governor did not have the authority, but she appealed the decision of the Michigan supreme court unto her own self, declared herself a higher court than the supreme court, vacated the decision of the supreme court, re-instituted the restrictions, and forbade further appeal. Remember, we exist by the permission and for the glory of any Democrats among our political leaders.
