So what gives? According to Georgy Avakov, a designer and artist who lived nearby when he first moved to San Francisco, the reason may be a single apartment complex. A 255-unit, low-income development occupies much of the precinct, iand t’s home to a substantial population of seniors from the former U.S.S.R. The majority of them, Avakov says, are Ukrainian, Belarusian and Central Asian — and they are politically very much to the right.

“The first time I encountered this kind of conservatism among my fellow immigrants was in the local Russian language newspapers,” Avakov says. “It’s wild, like a parallel ideological universe inside of S.F. — but under the radar, because it’s all in Russian.”
