It is very simple if you live or lived here. People there fall into two categories: the rich and the poor. The rich buy what they want and are not held to the same expectations of the normal people. And the poor stay there because they get by and are taught through the public school systems that mediocrity is success. Tack that on to the uneducated illegals and newcomers that come from a country that gives them nothing, and they are just overjoyed when the state throws them scraps. This is the theory of no one winning, just everyone tying, for any purposes and is the norm and the winning attitude expected. And by doing this they are placed in castes. They just don’t understand the herding theory.
