This was an inside job. Russia no doubt took advantage of the opportunity to exploit, but they were not the primary player

Yup, the Ruskies are some of the most capable cyber systems players there is. If they were responsible

a) we never would have found out.
b) they would have left digital fingerprints pointing to anybody but themselves.

This was an inside job where there was an intentional vulnerability and the intended recipient of the exploit was given the heads up on how and where to access it.
