At this point, the only thing I can think of is that they are trying to get the non sheep to rise up. Then they will use virus etc as an excuse to crush them. The rest of the people will fall into line and then voila...NWO! Exciting stuff.
I could see that. Hopefully they ran the numbers wrong. They might succeed and achieve all of their wildest dreams...or they might fail spectacularly, and beg for mercy in the last and longest hours of their lives...
