I have always thought that a suicide attack would be impossible to stop. Picture a plane on final approach that aborts the landing, goes full throtle and aims for a building. Unless you have SAMs on the ready you wouldn’t be able to scramble a jet in enough time.

There was a Tom Clancy novel, "Debt of Honor", which had that exact scenario, with a 747 slamming into the Capitol building during a joint session.
