Naturally, all HAM operators are predisposed to committing crimes /sarc.

Actually, probably in the eyes of the untrusting government we are all likely to break the law. We cannot be trusted with freedom and liberty.

Reading between the lines, this would suggest to me that they are really trying to clamp down on spying on US citizens, and don’t have anything nearly as handy and automatic to data-mine for RF communication like they do with modern digital cellular traffic and internet communication.

The bottom line there is they clearly don’t trust the people. This is unprecedented, a warning to people with communications devises like radios, warning them they better not commit crimes?

This is flat-out bizarre.
