They view themselves as God-like figures who should not be subject to the same rules as ordinary people.
That is why when they speak on public policy matters they are discussing what _other_ people (the inferior folks) should do.
They are baffled why people can’t figure that out—in fact consider _that_ further evidence of the inferiority of their critics!
