Sounds to me more like the decision I had to make throughout my home buying life regarding wants and needs. I could afford a certain size, house, garage, lot, and tax load. Utilities were related and needed to be factored into the equation.
I suggest your scenario, will decide I can afford one or the other. That is I can afford utilities or a home. So then it boils down to options. What will be the options when they have priced everyone out of heat, air conditioning, electricity and water. Garbage is not allowed.
