I paraphrase, for dramatic effect, but that is the gist of what they infer.
It is obvious that the ‘House Managers’ were given the questions that the senators were going to ask after the Defense rested, in advance.
Every time the questions to the ‘House Managers’ are read, they sort through their papers for their prepared answers. The Defense, not knowing the questions in advance, have to ‘wing it’.
