Start by making the penalties for WRONGFUL use of a weapon sufficiently stern to either completely remove the perpetrator from free society, or the potential perpetrator who is considering or threatening the use of firearms, to embark upon a different course of action.
Difficulty in acquiring the use of firearms in no way deters the determined and dedicated criminal from carrying out a crime. But the near certainty that retribution would be swift and severe does give some pause.
