Why did they force the injured, half-naked perp to walk many blocks to an ambulance?

I’m gonna guess they suspected a possible second shooter and didn’t have the scene cleared/secured.

A good question. Maybe the ambulances couldn’t get in closer until they were 100% sure that there were no other shooters? Maybe the LEOs wanted to be sure everyone saw that they had someone in custody?
