It’s HIPAA, not HIPPA.
HIPAA is toothless. There is no private right of action under HIPAA. It’s up to the government to bring any action for violations.
HIPAA applies only to covered entities; it does not apply to all persons or institutions that collect individually identifiable health information.
HIPAA isn’t your savior.
Unless it has changed in the last two years, an individual with access to medical records is absolutely, personally—as an individual—liable for failure to follow the rules.

I don't think the plan is for the government to release your vaccination status anyway, just to offer you a way to prove you've been vaccinated if you want to.
