So, a pharmaceutical company that is heavily regulated by the gov’t gets sued by the gov’t for distributing a drug that the gov’t approved.
The advertising of that drug needed to be approved by the gov’t as well.
The literature given to doctors was approved by the gov’t.
Only in the most corrupt system can the gov’t control every aspect of your business and then sue you for negligence.

Moreover, simple math tells you that 1,734 jobs funded with that fine would break out to $268,166.09 per job for one year. Maybe the wages are only around $50K a year.
Then it would last for around 5 years.

Quite a while back a judge in St. Louis ruled that local schools were not funded to the level he thought was appropriate. He ordered property taxes to be raised to pay for the schools. As I recall, that judgement was not overturned and the taxes were raised. This was a very bad precedent.
