Impeached by the House, and removed by the Senate. It’s odd that 67 Senators voted to convict (and remove) him, but 51 couldn’t (or wouldn’t) vote to disqualify him from holding office in the future.
I could be wrong, but I thought he was a federal judge appointed by Carter.
