I think the White guy was an Antifa Bait operative. He obstructed the police in the hopes a frustrated cop would whack him with a baton. None did.

The cops using the less-than-lethal beanbags were perfect, they waited until the black rioter raised the piece of concrete to throw, then nailed him with one shot.
