Sex Crimes against children and very high tolerance for such evil has been a feature of the San Fran Bay area at least as far back as the 1970s. Many prosecutors just refused to take these cases to court.
Apparently this was the case in Oregon as well (based on investigative reporting around Salem back in the day).
Sort of explains where those states (and many others) are today with the low levels of respectful human life.
