Today it is 15%, not because defense is smaller but because of the enormous growth of non-defense spending that began with LBJ. We walked through the socialism door in 1965 and have just kept going.
I put Ike as a solid #2 behind Reagan in terms of my all-time favorite Presidents.
Combined with his job during WWII, he was the Greatest American of the 20th Century.
