Given this exclusively Democrat city has faced absolutely no evil GOP opposition, the Democrats should have it as a bright shining example to hold up to the world, and show us all how amazing and wonderful things are with Democrat ideas and Democrat leadership.

Thankfully, the voters of Baltimore are not insane, and they know that if they just give the Democrats another 90 years or so of exclusive absolute power, improvements are SURE to come along!!!
Sheila Dixon, black, female, Democrat... Sworn in on JAN 17, 2007... indicted on multiple felony counts in 2009, 12 counts total. She resigned in 2012. (She ran again for mayor in 2016.)
Stephanie Rawlings-Blake, black, female, Democrat... no criminal charges, but became infamous for her "handling: of the Freddy Gray riots, where she literally said "we also gave those who wished to destroy space to do that as well".
She was appointed secretary of the Democratic National Committee in January 2013, serving under Debbie Wasserman-Schultz, who was famous for cheating Bernie out of his Primary election victory over Hillary in 2016.
Then comes Catherine Pugh, black, female, Democrat... taking office in 2016, and resigning by 2019, "to recover from pneumonia" and certainly NOT to escape felony charges surrounding her "book deals" to herself. Ahem.
What’s interesting is that the republican mayor you mentioned is remembered with great respect. It seems he was the last competent one they had.
In 1861, President Lincoln threw the mayor and city council of Baltimore in jail for the duration of the Civil War. There are some ideas that bear repeating.
