In that case the Republicans should offer Legislation mandating ALL Non Military Federal Employee’s exclusively use Electric Vehicles for All travel to and from their respective work place.

Technically that could be correct. But OTOH with an EV if you're in Kalifornia you're $hit out of luck in the summer and fall during their typical blackouts and brownouts. And if you're in Texas during a cold snap (like last winter) you're *also* $hit out of luck.

Hacking a pipeline can't be predicted whereas Kalifornia,Texas and elsewhere can be!
