In over 50 years crawling around in the Sierra Nevada mountains, I never once saw a black person beyond the end of the pavement. Not once.
And if I did see one I would be genuinely surprised.

No. In many places seeing any other person is cause for surprise, and hopefully a pleasant interaction.
It seems like the hiker in the article is walking in areas where more people are present and seeing people of all skin colors is more common. So in their case seeing someone with "darker" skin is not much of a surprise.
