I asked about that, too, but apparently the Bundesrepublik is considered a successor to the Imperial, Weimar, and Nazi governments and heir to their debts and responsibilities.

In a similar manner to our own situation with “reparations”, I don’t know why successive generations accept these debts. When communists overthrew regimes around the world, the debts of their forebears died with those preceding regimes.
