As a boy, hearing eyewitnesses talking about it, it was clear that one escalation led to another, and both sides had blood in their eyes.

I can remember people telling me that we didn’t have race riots in OK in the 50s or 60s because everybody was still stunned by the Tulsa riot. Nobody of either race wanted to see anything like that again.

Delaware was a slave state that stayed in the Union during the Civil War. The lower two counties had a fair amount of Southern sympathizers, and segregation was in force until the 1960s. Like most border and Southern states, rural areas supported the Democrats. Despite being of Irish Catholic background from a Pennsylvania family, Biden needed the rural vote. Like Bill Clinton, he offered what liberals call dog whistles to rural white voters while simultaneously appealing to blacks and white liberals in the Wilmington area. Biden was successful, as evidenced by his ability to stay in the Senate for over 30 years.

By 2008, rural white voters in most states defected to the GOP. Obama needed a white Catholic running mate to appeal to the remaining non-elite white constituency that was still Democratic inclined: urban white Catholics, especially union members. Why he chose Biden over, say, Cuomo or Bill Richardson, is possibly due to Biden's long public exposure and centrist image.
