This crap has been going on for a long time on the state and local level. If a construction firm wants to work in Cleveland, Ohio, they need a certain percentage of minority workers. Often, what a company will do is “sub contract” to a minority owned business. The minority business does absolutely nothing, but collect a check, and provide the minority representation to get the job.
