I would think that would be a benefit for the Navy—if there was any evidence that the sea level is rising. Some places may be sinking, giving the illusion that sea level is rising.

I’ve posted this before. There is a right-of-way in England called the Broomway. It is flooded twice a day by high tide. It is still in use. It has been in use for something like 700 years, getting covered by the tide twice a day for all of that time.
