At least civilian courts are able to run trials, find people guilty, and sentence them. And occasionally even execute them.

The military isn't very good at any of those things. Look up the case of Nidal Hassan, who was the US Army major who opened up on his fellow troops at Ft. Hood in Nov. of 2009 is still alive, despite having been sentenced to death by Aug, 2013 the army had managed to try him, find him guilty and sentence him to death.

But, he's still alive.
