That is how I have always understood it to mean.
"No refuge could save the hireling and slave”
The phrase "hireling" is an obvious reference to the Hessian mercenaries the British hired to in part fight the Revolutionary War for them. They signed on because prospects in Germany at the time were so bleak. In fact, many chose to stay on in America after the War to seek a better life.
The reference to "slaves" is an obviour reference to "Rule Britannia" a prominent British patriotic song referencing attempts by the Spanish and French to subjugate Britain.
The key line is: "Britons never will be slaves."
The obvious reference is to American Loyalists who were willing to be "slaves" to the British Empire unlike the Patriots who refused to be "slaves" to the British Empire just like their predecessors refused to be slaves to the Spanish or French Empires. None of this has anything to do with the institution of slavery in the US. Key was lauging the defense of Baltimore Harbor from the British.
Basically, we have another "niggardly" scandal perpetrated by another African American with a deficient education who has no idea what she is talking about. And the Dems and race baiters still block education reform that might give black Americans a decent education.

The hireling and slave refers to those impressed by the British Navy to work on their ships. Nothing to do with American slavery. Of course she is, to be nice about it, too UNBELIEVABLY STUPID to know this. She should take my music course; I teach about this every semester.
