Hmmm... it seems then difficult to guess past this step. If it is a standoff, then the VP slot remains empty and the succession (such as it would be) would be Nanci(?). And no tiebreaker in the Senate. It might be an advantage to mainland China though if only because DC would perhaps be in a state of perpetual drama...

The problem is that once Harris become President, there is no Vice President to invoke the 25th amendment against her.

25A is off the table until a new Vice President is confirmed by both chambers of Congress.

That said, Harris can decline the office and resign. That would make Pelosi the President. Pelosi can then nominate a Vice President.

She can also be impeached.
