Bush did a lot right in the immediate aftermath off the attacks. Once his team had time to settle down and do some planning, things went in a different direction.
Having deployed to Afghanistan under his administration and going to Iraq as a contractor I think the worst thing he did was turn everything over to the Radical Leftist Socialist Globalist in the State Dept and their friends at USAID. And yes, time has shown that he is the personification of the NWO, CFR, Globalist. But we were attacked and he unleashed the US military for a few months. Folks rallied.
