Vape pens are drug delivery devices.
So are cigarettes. The difference is that vape pens do far less damage to the mouth, throat and lungs. The witless idiots seeking to ban vape pens will drive millions of smokers back to cigarettes and increased chances of cancer.

I saw something on TV during the lockdown that in the UK they were initially against vape products, but determined that it would be better to encourage current tobacco smokers to switch to vaping.
Can’t say for sure if that is official UK health policy, because I was drunk when I watched it.
