Well, if there’s any time the country has needed a shadow President it’s now.
Ironically, Mr. Biden is a shadow of a President while Mr. Trump seems more substantial.

There is nothing illegal in what Trump is doing. In fact he could do even more in forming a shadow government and still be legal.
