If this was an election in California and they used Dominion voting systems, then it was fraud, on at least two fronts - the mail-in ballots and the vote tabulation algorithm on the results reporting from the machine count.
Then there was simply “losing” any votes for which the “Yes” vote was clearly visible from the small hole in the ballot envelope. Integrity is not the strong suit of ballot clerks in many venues in California.
Had there been no fraud, zero, zilch, what do you surmise the true vote totals to be in a deep blue state 2 to 1 Democrat to Republican? Just wondering.....
