That's downright creepy if you ask me.I agree; it looks as if the top of a statue was sawed off and taken.
But this must be part of her PR image transformation. I think she even hired a professional firm to assist.
The bust looks like it's designed to be placed on a high pedestal, thus viewed from a lower position looking up (Which is why it looks weird from viewing looking down or at chest level).
