They needed to make just enough changes to Ivermectin so they could patent the result as a "new" medication. Then markup the price by 10,000 percent.

It DOES NOT cost $17.xx to produce. There was a bit of R&D. There couldn’t have been much R&D; look how fast they developed it. It appears that they just copied Ivermectin’s method of attacking the virus and altered the chemical composition to make it patentable.
