While not the reason stated. I can see not having natural gas in California cities. When “The Big One” finally strikes broken gas mains could be a real problem.

On Guam if you had a gas stove you had a propane tank. They did not have gas lines for just that reason.

But, as I wrote, that is not the reason they want to ban gas stoves.

Yes, after Hurricane Ida rains, several homes blew up in my area. The structures shifted causing gas leaks.
