After all, those that had the wherewithal to stock food supplies probably didn’t stop there. And you’d be surprised what hungry, desperate people will do.
I’ve seen what happens when ordinary people are without running water for 8 hours in 100+ heat (or 2 days after a hurricane) . Not a pretty sight.
