Minnesota residents now required to state home address if they want to speak at school board meetings

Residents of Mankato, Minnesota were required to state their home addresses during the public portion of school board meetings this month in order to address officials.
Jodi Sapp, the chair of the board for Mankato Area Public Schools, laid out new rules before the open forum on Oct. 18, including prohibiting residents from addressing individual school board members and requiring that every speaker publicly state the address of their home.
“Before the open forum, I would like to review a couple of things,” Sapp said. “Each speaker is asked to state his or her name and address for the record. Failure to do so will result in an individual not being allowed to speak.”

Here is what I would do:
First- state the home address of a school board member.
Then-give mine with a knife alteration of the street.

IIRC, when when I lived there, the Greensboro, NC city council meetings have been requiring this for the past 20 years at least. Their position was ‘if you don’t live in the city, we don’t care what you have to say.’

Actually I am not sure what the problem is with this. Anyone speaking to the school board should establish that they in fact live in the district. Maybe a speaker form (name, address, phone) to capture information for the school board meeting minutes?
Anyway, why would anyone who cares enough to speak, who is identifiable, care if their address is shared?

Just more chilling of parents’ right to speak through an implied threat. I wonder what would happen if they stated the board members’ addresses at the same time. (Not really, I know what would happen.)

This is a violation of the Minnesota Open Meeting Law that makes no discriminatory qualifications on who ‘the public’ is or that they must identify themselves prior to exercising their right to participate in a public meeting.

I’d suggest that anyone impacted by this bullying policy follow the advice on page 15 of the PDF and contact the Minnesota Commissioner of Administration for assistance in overturning this bull$hit.
