In Italy, sanitation slowdowns are very effective. The workers go on a strike, trash piles up for weeks - voters get pissed, and the politicians cave and the workers get what they want. Rinse, repeat. Same with rail and trucker strikes. The thing is, they are very unified...can’t have 3/4ths of the workers complying, it’s all or nothing.
