I think a recount is called for, and I think Jack Ciattarelli won!
A recount will just re count the fraudulent ballots.
What is needed is a forensic audit including chain of custody of all ballots.
The good news is that it sounds like Mr. C. does understand that—and is seeking more than a re-counting of fake ballots.
