Someone asks the question with respect to singling out leaders who either abuse their office, or refuse to uphold their office, "Where do you draw the line?"

The answer is to remove the offending officials, starting at the top and moving downwards. When we see reform, we will know when to stop.

In this case, there are hundreds of judges that should be removed from office. Hundreds don't need to be removed. Thirty would probably get the attention of the others.
