No idea. Gross incompetence on the part of the CDC, a failure to admit they are wrong about the treatment protocols, a reluctance to spend money on monoclonal antibodies on the part of Federal and State authorities, etc. IIRC Florida paid for that all out of its own funds.
It's NOT incompetence.
They know exactly what they are doing.
Their agenda is the destruction of America and replace it with a Communist Police State.
