Aren’t the containers just being moved onto CA and FED properties in the area? If so, not much is being resolved as far as the US consumer is concerned.

Exactly that. They’ve been moved OUT of the terminal, and to somewhere else. And that’s all they care, they can show the numbers and say “SEE! We’re doing OUR part!”.
