After the LA riots, all the businesses in some areas were destroyed. The local gentry then complained there wasn't anywhere to buy food, do the laundry, etc.

You and I both know “ways of discouraging” that behavior, but it would be bloody and messy, and a require firetruck pumper to hose off the area to wash away the blood and body parts. Once done, the smash-and-grab incidents would cease. Do nothing, they only get bolder and increase the incidents.
