I think they’ve been out of money for the past year. DC is still shut down folks. The seat of our govt is closed and nobody ever mentions it. I'm waiting to see the "Continuation of Government" and "Continuation of Business" panic notices from my company management. When the fed tap shuts, all the contract work gets "Stop Work" notices.
