Returning passengers (airport) had to be quarantined and as a man spoke from 20ft away, through a chain link fence, a ‘handler’ approached and told him it was not permitted, and he would have to have the person he was speaking to go around to the front desk...to speak to him.

I agree with that. At least you have a bit of hope that with your elections next year you can take back your Congress and Senate. But I do think the USA is way ahead of the race to totalitarianism than Oz, with your FBI and Congress’ kangaroo court on the January 6th protests. Our parliament doesn't have the power to subpoena citizens and try them with one-sided congressmen and charge them with crimes. For afar, it looks like you already have a police state with Biden in control. So far, almost all of our problems have been caused by state governments.
