This strategy is called Repressive Tolerance. It is from an essay by Herbert Marcuse of the Frankfurt School in the 1960’s.

It’s really important for us to understand this tactic to impose socialism upon a resistant population. We have all observed this, but what we don’t all grasp is that it is a knowing and deliberate tactic.
