The council needs the revenue from the fines to balance their budget over the coming years.

Bu of course, administrative costs will eat up most of the revenue.

They shall have had the satisfaction of “Doing Something”.

I doubt it is legal. NH law only gives towns the right to enact ordinances where the state government has specifically authorized them to do so. It will be interesting how they try to justify the ordinance.
