Why send one of Baraq’s top players to the other side of the world?

They must need to run some more hot guns and thought Japan would be the place to do,it. Watch for flast and flurious in the near future

To remove him from the field of play as a compromise measure to one of the factions.

The "Cabal" that put both Obama and Biden in office is not a monolith. Their internal divisions are all behind closed doors and we cannot see the details, but there are conflicts between the factions and deals get made to resolve them.

Mysterious transfers of public figures to isolated positions and locations is a result of those deliberations. Rahm is an operative for one of the factions which has lost a dispute and he is being exiled temporarily to keep him out of action.

This is a "timeout". He will most likely be back in action in a couple of years.
